No rift between Directors & two Deputies -NSS

The management of the National Service Scheme (NSS) has denied media report that there is bad blood between its acting executive directors and the two deputies.

There were publications that the management of NSS has been engaging in shady deals.

But a statement signed by one of the Deputy Executive Director in
charge of operations, Mr. Henry Nana Boakye described the allegation as ‘malicious’.

‘Finally, Management wishes to state that there is no rift or bad blood between
the Acting Executive Directors and his two Deputies. In fact, there is unity,
understanding and cordiality between them in every aspect of their work for
the development of the Scheme,’ it said.

It further debunked claims that Mr Boakye has bought off a Toyota Camry he was officially assigned to.

NO ROT AT NATIONAL SERVICE SCHEME AS ALLEGED BY GHANA PALAVER NEWSPAPER
The attention of the Management of the National Service Scheme (NSS) has been drawn to
a Front Page/Page 3 publication in the Friday, 13th to Thursday, 16th October, 2017
edition of the Ghana Palaver captioned “ROT AT NATIONAL SERVICE SCHEME!
MULTIPLE SCANDALS REVEALED” which seeks to suggest corruption against the
Directorate and Management in a number of issues raised.

Management wishes to state in unequivocal terms that the allegations are untrue
and malicious; and therefore wishes to set the records straight as follows:
1. Management has no arrangements with any selected banks to pay national
service personnel allowances as alleged by the paper.

2. The banks only were selected to issue e-zwich cards to streamline the payment
system, and that, the Ghana Interbank Payment and Settlement System
(GhIPSS) will still be responsible for payment of personnel allowances through
the e-zwich platform.

3. Management wishes to state that no monies whatsoever have exchanged
hands in any of the above transactions; and the allegations are baseless and
frivolous. Management therefore wishes to challenge the paper to provide
evidence to substantiate its allegations.

4. With regard to the two official vehicles left behind by the former Ag. Executive
Director as mentioned in the story, they still remain the official vehicles for the
current Ag. Executive Director for his use. The Deputy Executive Director in
charge of operations, Mr. Henry Nana Boakye has not been officially assigned
any Toyota Camry, and Management has not claimed anywhere that the
former Executive Director bought off the Toyota Camry.

5. On the issue of hire purchase for national service personnel, Management has
not entered into any contract with any Chinese company. What
Management did was to sign a Memorandum of Understanding (MoU)
between the Scheme and Sun Electronics Company Ltd. For supplies of
electronic gadgets to interested national service personnel on optional basis
without any interests on the principal cost. Due diligence was followed in the
signing of the MoU and the product was formally launched at the NSS Head
Office on Thursday, 28th June, 2017.

6. It must be noted, however, that Sun Electronics Company Ltd. Is not the only
company in the hire purchase programme with the Scheme, and that other
companies have similar arrangements for supplies of other items to interested
national service personnel.

7. There has not been any such order to any Management member to refer any
procurement beyond GHȼ1,000.00 to the three directors to forward them to
their suppliers as alleged by the paper. In fact, the three directors do not have
any particular suppliers for any service or items; Management rather strictly
follows the laid down procurement processes in accordance with the Public
Procurement Act, 2003 (Act 663).

8. Finally, Management wishes to state that there is no rift or bad blood between
the Acting Executive Directors and his two Deputies. In fact, there is unity,
understanding and cordiality between them in every aspect of their work for
the development of the Scheme.
